Does it work as a plant light?

It could, but plants usually require a certain spectrum of light to assit in their abilty to take that light and turn it into food. I would say that you should probably look for a more specific LED for plants to allow for best growth of your plants.

Is it safe to replace the plug with a nema 6-16 plug and run it on 220v? (without a ground)

No, it is not safe to operate this lamp on 220 vac unless the documents say it will operate on both 120 and 220 vac. My unit says "125 VAC".

The housing above the light gets to 130 degrees F. This seems extreme. Has anyone else checked this temperature?

I cannot answer this question as the model I purchased from amazon is not a clip on desk and bed flexible 3 color LED lamb. My unit has a base stand with flexible tube holding the 5W 3 colour LED ring light. The lamp is cool to the touch.

How long is the cable?

I see from the previous answer the cable is 5.25 feet. I'd say that's spot on! Here's what I want you to know about this lamp: it is simply AMAZING, truly! When it arrived, I attached it to a shelf on my desk and was amazed how BRIGHT the lamp is, while staying cool. 3 "color" settings are achieved by simply clicking the switch on and off, with each click starting a different color. Bright white, more mellow yellow, and a mix of each. This is VERY BRIGHT LIGHT, nothing dull or diminished about it! The flexible nature of it allows me to turn it up toward the ceiling and illuminate this entire room, no joke! I would absolutely buy another one when needed. I hope this helps you. Kind regards!
