Can you reload these with individual pepper balls or do I need to buy the Reload Kit?

These do not have pepper balls in them. It is a ballistically weighted powder, that produces a plume when fired. Also, is is not CO2 it is nitrogen, CO2 loses power at less than 50 degrees.
