can it be when towing a car behind my Rv.

Hi, I don't tow behind my RV but I mesure from my RV to the second bike handle. It is 34 inches. Hope that help you to decide.

Will this fit on the bumper with a spare tire in the middle? I have an older 5th wheel.

Yes... However you may only be able to get one bike on the rack depending how far your tire sticks out. I moved the tire mount , witch is on the bumper, to one side worked fine.

Would it be able to carry 4 bikes of different sizes/shapes (mountain bike type and beach cruiser type?)

When I searched for our bike rack there was a Swagman four bike option available. My husband and I chose the two bike version rather than the four bike.

Will the tire slot fit a 4-1/2 wide tire?

Yes, One set of slots will for sure.
